A highly unusual and alarming incident unfolded in Sullivan’s Island, South Carolina, when police discovered the sleeper cab of a commercial 18-wheeler fully submerged in approximately 14 feet of water at a local boat landing. More than a week after the truck was located, authorities arrested the driver involved in the bizarre case.

The Incident

The commercial trucking company first became concerned on July 30, when one of their drivers, Major P. Duke, 39, from Pennsylvania, went missing and failed to make contact. The company’s tracking system indicated that the truck was near the boat landing on Osceola Avenue. Police reviewed the coordinates and concluded that the vehicle was likely submerged.

The Charleston County Sheriff’s Office marine patrol unit was called in to assist. Using sonar technology, officers located the 18-wheeler in about 14 feet of water. Divers confirmed the truck’s presence, and a heavy-duty wrecker service successfully recovered the vehicle on July 31. The truck was identified as a 2022 International Sleeper Cab registered to a Kentucky-based commercial carrier.

The Arrest

After being hospitalized since the discovery of the truck, Major Duke was arrested on August 12 and booked into the Sheriff Al Cannon Detention Center. He faces charges of:

  • Indecent exposure
  • Littering
  • Malicious damage to personal property

Authorities explained that Duke had been transported to the Medical University of South Carolina for evaluation after officers encountered him near Fort Moultrie on July 30. It remains unclear what prompted his initial detention or hospitalization.

This incident highlights the potential dangers and legal liabilities involved when commercial drivers engage in reckless or unusual behavior. Not only was the truck completely submerged a serious safety risk to the driver and the environment—but the incident also led to criminal charges.

Commercial trucking companies, drivers, and the public should be reminded of the strict regulations and safety standards required for operating heavy vehicles. Any deviation can result in criminal charges, civil liability, and serious safety risks.
